MASCA Legislative Report 3/12
Top News of the Week
KC Star: Hartlzer, Graves not ready to commit to GOP health care bill KWMU: House GOP health care bill could add another nail in the coffin to Missouri Medicaid expansion; Comments from Missouri Hospital Association's Dave Dillon, state reps AP: Missouri House passes change to tort lawsuits
Any Willing Provider: On Tuesday, I testified behalf of MASCA in support of any willing provider legislation in the House Health Insurance Committee. When asked if ASCs were included in narrow networks because they are low cost, I suggested that there is a chance that an ASC is in a narrow network, but we would prefer a more transparent market that put the patient in control, not the insurance carrier. The committee was very receptive to our argument that smaller physician groups and ASCs don’t have the same power/leverage to negotiate with insurance carriers as a hospital system.
PT Hearing: The Senate Professional Registration Committee will hold a public hearing on Monday on SB 317, an act that would allow patients to choose where they receive their physical therapy services. Under current law, a physician is prohibited from referring a patient to an entity that they have any financial interest in.
Scope of Practice: The Senate Committee on Professional Registration is scheduled to hold a public hearing tomorrow afternoon on Senate Bill 42, an act sponsored by Sen. Wayne Wallingford (R-Cape Girardeau) to expand scope of practice for APRNs.
PDMP: The House is likely to debate Rep. Holly Rehder’s version of a prescription drug monitoring program (PDMP) this week. House Bill 90 is likely to turn into the main vehicle for PDMP, as Sen. Dave Schatz (R-Sullivan) will handle the legislation in the Senate. If we are not able to negotiate reasonable language with Sen. Schaaf, we would rather pass no bill than a bad bill due to the progress Dr. Sam Page has had in expanding PDMP at the local level.
